Actually, I'm starting to think that Clownpiece doesn't work for Hecatia. What's going on is that ALL of the Hell Fairies work for Hecatia and call her "master". This is why Clownpiece doesn't show up as an Extra stage midboss (like you'd expect the boss's underling to)--Hecatia doesn't actually know her.
Note that Hecatia never once actually talks about Clownpiece from what I remember of her dialogue. Clownpiece is probably just a random fairy in her eyes. This would explain why Hecatia isn't looking for her or anything, she probably doesn't even know that she left.
(Also holy SHIT do we need a cute nickname for Clownpiece like the Japanese have with クラピ, but that one transliterates to "Clappy" and sounds ridiculous).

It was mentioned in more than just the game Great Fairy Wars. Sunny had the idea back in Strange and Bright Nature Deity; they would gather up a huge number of fairies and cause an Incident.
They didn't refer to it as a revolution back then, but it's still absolutely what she's referring to. There was even a time lapse segment that showed Sunny repeatedly coming back to the idea over seasons, if not years. She's actually pretty dedicated to the idea, and the three fairies misguidedly destroying Cirno's house (to show how strong they were, and invite Cirno to join, which they communicated badly) was what started the Great Fairy War.
