You have 2 of the 3s so it's not THE MOST dangerous. If you riichi, pick up a 2p or any red dora and deal in to someon what would you do? Complain here because you got "unlucky"? And I'm not saying you should count on getting renchan. Being last dealer means right at that moment you still have two more rounds, at least, to do something. 4th place has no more turn as dealer and that should limit the damage he can do.
I think your problem is you really want to get 1st place. Listen to my advice, avoiding 4th place is the essence of tenhou and you'd do well to stop thinking less about winning every match you play.

Kamicha gets a lucky dealer baiman on the first hand, shimocha can't stop calling tiles, and I decide that first place is hopeless and go for toi-toi 3 hands in a row.
