It was the most logical direction to take with her, though. Her being a mother is kind of an integral part of her character, and if you're going to make her a MILF then tits and child-bearing hips are practically mandatory. They are simple, obvious symbols for maturity and fertility, and convey that despite the MILF's age that she is hardly past her prime.
Besides, 2hu fan depictions seem to tend to lean heavily towards pushing contrasts between certain characters. As you pointed out, they made Komachi a tittymonster, but to contrast with that they made Eiki much shorter and far less-endowed. Sanae's chest was similarly emphasized to further contrast her with Reimu.
Looking at it from that perspective, then when comparing two "mother" characters, if you already have one that is very distinctly a loli, then it should follow that the other should be distinctly non-loli. Suwako's whole deal is that she generally doesn't look or act her actual age. She essentially embodies a denial of the typical traits of a MILF. To contrast with that, the only way to go with the other character would be to have them emphasize the typical traits of a MILF. Where Suwako is distanced from her age and status of a mother, Junko is made to embrace them.
Besides, if you really need a loliMILF in 2hu, we've had the perfect candidate for that spot for AGES already.

Why would they? Shinmyoumaru is supposed to be a child, naive and, gullible enough to be strung along by just about anything anyone else tells her, so making her a hag in any way would simply would not work. A hag would be the sort to lure others into their van with promises of free candy, while the little princess would be more likely to be the one getting lured.
Miko, on the other hand, has that whole "used to be a dude" thing going for her on top of being paired off against Byakuren, whose whole deal is being a hag that's desperately trying to stave off her hagness. Again, it's a contrast thing.

Though currently Chang'e is in the form of a frog according to Strange Creators of Outer World, some fans have speculated that Chang'e's normal appearance is similar to Junko, if not identical.
Reasons are that:
1. According to some scripts of her legend, "Junko" was Chang'e's childhood name before she changed it.

Also from her legend, Chang'e herself holds a grudge to Hou Yi(Junko's husband), because he cheated on her too by having affair with some river goddesses.

So people have speculated that maybe the "Junko" we sees now isn't Junko's original appearance, and instead might've been Chang'e's. Because current Junko is a Divine Spirit of pure fury, and her whole stitch of having no identity, some people suspect her as being able to take the form of the people who fuels her hatred for Hou Yi, one of them possibly being Chang'e.
So no, it's not just because of that troll post of Chang'e's art from a while ago.

Junko herself is pretty likely to look like a loli in the manga as well, I doubt that anyone who saw her in-game art didn't think she was a little kid at first as she certainly gives off that aura of looking like a cute little girl until she starts talking (and goes full smug), and then you find out about her past and notice that she's just a cute old hag.
I'm guessing that that manga appearance is what's going to solve this discussion. Not that it will stop either side given how much freedom there is in 2hu fanworks, but that's exactly one of the reasons to like them anyway.
