You need a VPN for hd streaming like crunchyroll and shit. You can also use it if you want to torrent and stuff but it seems like most of the people that get arrested are the original uploader. Honestly, that's not completely true anymore. Otaku stuff is becoming pretty mainstream, and the japanese people tend to often have the mentality of "do what you want as long as you're not bothering anyone", so most people are pretty accepting of otaku. At least that's true among younger people.
