No, he's a guy who doesn't want peoples' introduction to Touhou to be weird porn and ebin memes, and also who could lose his copyright if you try to commercialise something that he only sells face-to-face at cons (at which point it would be snapped up by a giant company with an army of lawyers, who would sue both you and him into oblivion, then run the franchise into the ground).
It's not generally spelled out because it's common sense to doujin creators, but what he means is basically

No, that guy doesn't know shit. If you're not from Japan there is almost no 'legal' way to make money from Touhou.
Do you know about touhouvania games? There was period when you could buy and download the game directly from dev's site (which had nothing but doujin stuff). It had even an official english patch. Soon enough game was taken down and now sales are restricted to Japan only.
If you're from west the only way you can buy and download touhou doujin games online is melonbooks. And that site is clearly targeted for Japan only because it doesn't even have english interface and often doesn't accept western credit cards. Also melonbook's terms of service clearly say that you must be from Japan to sell anything there.
OP could try to contact ZUN, but chances to get his permissions are close to zero.

Yeah, that's a total of ONE doujin game so far. It was localized only this year after ZUN started officially publishing his games on Playism. This game was clearly part of the deal and had an explicit permission from ZUN (just like games released on Sony™ PlayDoujin™).
