I'm talking about JET and ALT programs. They send American English teachers to public schools. Why do they (almost) only hire Americans? Because it was Japan's "reparation" for trade conflict between Japan and America happened in 80s' - 90s'.
English teachers in Japanese public schools don't do anything during class, they just stand in front of students and other Japanese teacher teaches English, but Japanese government is paying about 20 mil yen per one of them.

JET might not be mainly for Americans, but I think that their accent is just considered the clearest accent with the highest possibility of exposure for Japanese people, so they prefer Americans... Though I talked with a British woman with a thick cockney who has been with JET several times and she didn't seem to have any issues with them...

Japanese sentence structure is pretty different compared to English though, and half of the words in the list you posted before are things like articles, pronouns, prepositions and other linking words. Articles don't even exist in Japanese, and prepositions often work pretty differently even in similar languages (like English and German for example).
Why not just google "100 most common Japanese words" instead of working backwards from English?

I would ask some person to make the lists, but I'm aware maybe nobody wants to do it, so translating individual words maybe my best shot.

It's about efficiency, better to focus on top 10 of each part of gramatical type of word (verb, noun, adjective, adverb, pronoun, conjunction, etc) and then focus on top 25, 50 and 100.

Also, while I do agree that learning words is good, you'll need to learn them in some sort of context, otherwise they'll just be meaningless.
If you're learning verbs, learn about how to connect verbs in a sentence. If you're learning adjectives, learn about how to describe a noun in a sentence.

I think your government needs to fix language education. There are two issues, as I see things. The first is that education is insufficiently specialised; there seems to be some belief that many must be proficient in English, but in fact the better thing would be for a small selection of Japanese to be perfectly fluent (rather than for most Japanese to be mediocre, which seems to be the goal at the moment). The current approach retards development for those who could specialise in language while granting no appreciable benefit to those who won't need it.
The second issue is the focus on examinations. This is an inherent feature of the selective admissions systems you have. I don't think it's a problem in itself and much of the matter would be resolved if language specialisation (rather than general education including foreign language) were pursued, because then only those students highly motivated to learn and develop their language skills would take the classes in school (and universities could base admissions exams for language-related programmes specifically on language skills); then trying to do well in admissions exams coincides with developing language skills and the problem vanishes.
Strictly speaking my view is that both of these are broader issues with the Japanese education system. Selectivity, streaming, etc., are good, but the problem is a lack of emphasis on specialisation. Insofar as this applies to foreign language, the J.E.T. Programme does not appear to have helped (and in fact would seem to have contrary aims). I think it's worth considering restructuring it rather than abolishing it completely, however.

I didn't. You're just trapped in your own delusion but I've never said like that.
But another problem, some of the English teachers DO commit crimes in Japan and sometimes they just get deported back, not in trial. That's our problem too, so I can't blame all of the teachers but still, the easiest way to prevent all the troubles in future is stopping ALT and JET programs.
