White first due to white background. If it looks too bright, I'll apply the generic gloss as well.
Updated map: Finished identifying (not creating) flags for the NE. Seals are definitely increasing the spread. Other than Massachusetts which has already been done, the areas highlighted in green have seals which can be used for flags. Areas in red are, unfortunately, doomed. It's natural selection anyway considering most the areas only have a couple thousand people.
