I went around my region's official website for photos of what the region's flag is. It turns out that York Region HQ has 2 region flags that they fly around both with just the (ugly) logo on a plain background.
Indoors both just outside and in the council chamber they have the top one with a blue logo on a white background next to all the city flags
Outdoors is the bottom one where they fly a white logo on a blue background
I dont know which is the official one

So according to crwflags, which I use very regularly, York Region HQ does not have an official flag as determined by the governing body. Sometimes the logo is affixed on a white or blue background and flown, but it's technically not "official".
In this case, I'd exclude the region's flag altogether (unless you can find a source which proves the flag has been officially adopted), however, I'm not exactly the authority on this - the github mods are. I will say it starts getting a bit sketchy when you include unofficial flags, though I'll leave it up to somebody higher than me to decide.
To answer your question though, if there are two official flags (as in the case of Charlotte), it's better to go with the more commonly used one.

Well I gathered together all the flags we currently have for the towns and cities around the Greater Toronto Area (the majority of the ones we don't have I'm pretty sure have flags themselves) and put them under the city names.
Then I took the region flags I made for the 4 regions that encompass suburban Toronto and put them above their respective region names
I'm not sure how the rest of Canada does their subprovincial divisions though so Im hesitant on making one for all the counties and regions of Canada

Some people have proxy maps and no-proxy maps. Everyone has their own set of rules really. Some anons only collect from one board, others don't collect archived flags, etc.
That's the good thing about it, everyone can have their own set of rules. And people who don't save proxies usually state that they're doing it, whereas it's pretty obvious for people that are doing it (when they don't state it).
So it depends on the collector I guess.

If I think of America I think of guns, pop culture and freedom. Sure, lots of ignorant baboons but at least they wear their retardation like a badge of honor, use it as a cultural identity, their flag promotes the unity of the country with all these stripes and stars.
Germany is orderly, a country that prides itself on its rules and their citizens who follow them. It's also the country with the biggest responsibility when it comes to destroying Europe with its two world wars and government sanctioned refugee crisis. Their flag waves strong colors, black, red and gold. A dominant flag for a dominant country.
Russia is strong and stubborn to a fault. They live hard lives and don't complain about it. Obviously the entire country is pretty much a shithole but it breeds strong people who can take care of themselves. Their flag represents the cold, the white, the blue but also the burning passion in the red, it all comes together to signify that their country is bleak but there is strength in that.
But Canada, what are they fucking known for? Being "nice", i guess? Is that your role in the world? Being fucking nice? That's not an achievement. Everyone can be nice. It's easy to be nice. You just don't have to say anything bad.
So what did your fucking country decide to put on their flag to show the entire world what Canada is all about? A leaf. A FUCKING LEAF. You decided that you like to slurp your shitty syrup so damn much that you might as well put the fucking leaf that it's made of on the flag. You don't even respect your own country so why the hell should I.

Gimp is fairly simple.
Just open up the file you want, right click the image, go to image, go to scale image and make it 16 by 11
Then open up the gloss, copy the gloss and paste it on top of the flag
Then right click the image, go to file, go to export as and export as a png
