What's the cheapest way to get a motorcycle license here? It seems like every option is going to set me back at least 100,000円.
I rode bikes for the last couple of years in Australia, but I was always on my provisional license so I can't convert it to an international permit, I have to go from scratch.

What kind of motorcycle are you looking for?
there are many types of motorcycle license in Japan.
- 大型自動二輪 (unlimited one, you can ride any motorcycles)
- 普通自動二輪 (limited one, you're allowed to ride only <400cc ones)
- 原付免許 (limited one, you're allowed to ride only <50cc ones)
If you are ok with 原付免許, it costs only $100 or so.
But speed limit for 50cc motorcycle is only 30km/h. Easy to get ticketed.

I don't know if there is English version of test or not in Hyogo prefecture. Check the official website of Hyogo police. (Are you able to speak Japanese?)
There is no category for 250cc, so you need to get the 400cc license to ride 250cc.
I forgot to mention one thing... There is one more type of motorcycle license actually. That is 125cc one.
Note that even though you obtain the 50cc license, you have no benefit for upgrading the license.

Even if, by some miracle, the grammar is entirely correct, nihonjins have a tendency to phrase things in a way that no native speaker (and really, no speaker of any European language) would ever phrase things.
