What will decide the success more than anything is to make sure Bulgarians prosecute Romanian officials on corruption charges, and Romanians prosecute the corrupted Bulgarians.
Hopefully that will prevent some back scratching, eye covering etc. that would go on otherwise when everyone knows each other.
