If you want to have に mark an indirect object like in the first case (just xに謝る), then the way I think of it is that the thing marked by に is the recipient of my wanting something be done. If that makes sense.
Maybe recipient isn't the best word. It's more like a target. They are the target of my wanting that someone apologize.
