This is not true at all. No one wants to be a shut-in and those who are shut-ins are hated by their whole family. It's a huge issue caused by shame and the idea of mental illness in Japan. Some things are being done to try to fix the problem and it's root, but it's not easy to do. It's a cultural problem and it needs a solution tailored to the people. Dealing with things like bullying or ijime is one way that might help avoid the shut-in problem in the future. Maybe a whole cultural shift, but who knows?

A lot of behaviour that gets labelled as bullying is useful in principle for encouraging social behaviour. It's only extreme mistreatment that causes problems. I'm sceptical about the claim that bullying is really responsible for the hikikomori problem (or school non-attendance, for that matter). Parents need to raise their children properly. Children who aren't raised properly will be no good in society even if we can get them through education and in to the workforce.
