How getting into college works in America
You apply. You send in your grades, write essays to demonstrate your ability and desire to get in. You get letters of recommendation. You send documents to demonstrate your academic ability (certificates, certifications etc).
If you apply for scholarships, then often you send documents to prove your family's income.
If you don't need scholarships then you don't send that information in.
Also some schools have interviews to select you. It's a complicated process but it is not based on personal circumstances. You're making it sound like Japan focuses on academic ability while America ignores that and focuses on irrelevant things.
The difference between Japan and America is that in Japan, by the end of high school everyone is expected to have received exactly the same education and have exactly the same set of skills. In America that isn't the case. You will have people who have received miles better educations by the time they turn 18 than others. And you will have students have have certificates and all sorts of experience who are excellent candidates. In Japan everyone has pretty much the same expectation. So that's why you need entrance exams. America doesn't need those. The skills a lot of us have can't be tested for.

I've never heard of schools that charge you per class. Never ever. Most schools charge you a fixed tuition per semester and you can take as many classes as you can fit in your schedule. They have limits to the amounts of credits but if you complain to the registrar you can have them lifted. You just have to prove you can handle the work and you won't fail all the classes. i have friends who are triple majors and they're all as poor as me. They did it in 4 years just like everyone else does it.

But I think you can easily get those lifted if you convince the school you won't fail. Also you cantake summer courses to speed it up. If you work hard it is possible to graduate in 4 years with as many as 3 bachelors degrees.
