This is what I know, I could be wrong of course, I don't work in the telecommunications sector.
After 1990 there was still a monopoly on communications by the Bulgarian Telecom Comapny (БTК) and practically no mobile phones for civilians at least.
In terms of landlines they used copper wire of course and the phones were still analogue. Besides phone literally every house had a paдиoтoчкa which would be translated as radiopoint I guess.
A small radio like device that only had a volume knob and was wired to the post office, it was like a regular radio station most of the time, but witn local announcements, it's all very communistical...
However as far as I know the infrastructure, the tunnels between the major cities and the underground networks and maintenance shafts in the cities were already in place so it was just a matter of upgrading to fibre optic.
And the military had their own separate copper networks for communication, but I don't think those are used for anything today, if there's anything left of them at all.
