Probably because it's extremely time consuming and skill demanding.

Animation is colored in using swatches of like 5-6 colors (clothing included) The subtle coloring and values required for that kind of realism is generally too cost and time prohibitive, assuming the artist can even do it. Richard Williams might have been able to pull it off.
