This is legit as fuck. Whoever painted this has great taste and is amazing with color. I soo prefer this over all the patreon color dodge le chromatic abberation garbage. The style reminds me more of classic children's book illustration and even Syd Mead at times (pic related) more than anything. So who the fuck did them?

Doors don't occupy an entire wall, anon. The view seems to be of the entire house, minus one wall, so for the bathroom and Pepe's room, you're only seeing the very end of the door-holding walls. The doors aren't visible from this angle.
Otherwise, there's the stair going up behind Wojack, and the attic stair next to Pepe's room.

To stay on topic -
OP, these are made seemingly with the default round brush, or something similar. Nothing too fancy in that department. The artist achieved this look simply by saving it as a selective-color animated GIF. GIF's are saved with a minimum number of colors, so unnecessary colors get cut. This leads to the semi-posterized, grainy look of these images.
Try it yourself - save some work as a ~800x800px, 64-color GIF in Photoshop, via Save-for-Web under "File".

Yeah, "simply" in the same way Kim Jung Gi "simply" makes a drawing with a regular marker.
You still have to paint well and have a good eye for color to achieve something like this, it won't magically create a equivalent result.
But the color reduction definitely takes part. Upon closer inspection it looks as if he applied a noise filter aswell before reducing it.
