I've never got foot fetishes either, but I can kind of understand them. Given how widespread many fetishes are they must appeal to something that is commonly found in the human psyche. He mostly talks about what turns people on in general and only briefly mentions feet, but they are universally fetishized.
As for what makes certain feet appealing, he only really specifies smaller than average feet as being more feminine and indicative of someone who isn't pregnant.
