Just start with Flash. It's simple enough to ease you into the basics. Be sure to save often, though.

No. This software has been developed for internal use in studios where new employees would be trained on using the software by old employees.
So... the interface is not designed with ease of understanding in mind.

Can't speak for TVPaint, but ToonBoom has a brush tool that isn't shit, and the program doesn't crash if you look at it too hard.
