It just looks so flowing and glossy, now that oil was said, that makes a lot more sense to me .
that is 100% not watercolour, its probably oil paint, the hair is too dark and you couldn't achieve that with watercolour.

it's not flowing at all, it's really quite thick, no watercolor can look like that
