How to learn to draw more expressively? How does one stop drawing things that are rigid or boring and with personality that coerce emotion from the viewer?

Confidence and exaggeration. Get good at gesture.
Stiffness when you're learning is inevitable if you're trying to be precise and you're not confident in your subject matter. There's a reason lots of artists say their sketches feel more 'dynamic' than their finished pieces, it's less precise but it's more lively.
Really experienced artists have just done it so much that they can be both precise and quick, and know where and when to bend the rules/exaggerate.
And it should go without saying but study artists you like for their expressiveness. Try and figure out what it is they're doing that makes you tick.

It mostly comes down to two things, loosening up (which I believe you can only achieve by mileage and momentum) and copying art that is expressive. Copy lots of expressions.
