Art print question. I want to print a piece sized 8.5" x 11". Would 300 ppi be a good setting?

Not really, no. Graphic designer here. 300 is standard, but as you go larger and work is viewed from a distance you can afford to lower resolution. Anything above 400 and you'd have a very hard time telling a difference even from extremely close, especially if print quality isn't great. A lot of fine art photographers print at 240 or even 200 PPI, and large things like wall stickers, ad banners, etc, can go even lower.
