I don't have a tablet but i'm doing basic line art with photoshop using some tutorial I found.
I know I can do better though, and photoshop isn't the best software to use.
What free software should I be using to draw things like this without a tablet?

You'll want to be doing vectors if you don't have a tablet. You can use Sai if you're poor (I havent used it personally) or Illustrator if you have some income/dont mind pirating.

Then don't do commissions.. Look man I don't know what to tell you other than mouse line art is garbage and tedious. Try selling traditional of you really have to sell art to get the money. I don't think you're going to be told of a magic program that will improve your art, you answered your own question when you said you don't have the tools to make saleable art

Dude, just get inkscape if you're planning to go on the vector route.
It's like Illustrator minus a few features and some that illustrator doesn't, is open source and Free. The interface is way easier to use and learn for artists. Illustrator is more geared towards /gd/ (not to say that inkscape isn't...)
