Ruanjia goes cutesy-blizzard-art-style is what this is. No doubt it's very skillful, but I don't particularly like it so much. And I don't think he is top of the tops. Just regular top. Ruanjia is still quite a bit ahead of him. Both in taste aswell as technique and style.

The isle the figure is standing on is almost identical, just some minor changes to the rocks. The background rocks are probably copy pasted from some other painting too.

When it comes to colour skills I'd set a higher goal. In >>2417988 it works, but it looks very monochrome and flat in his other stuff. You can tell he works from grayscale and then adds one or several colour overlays, which is ideally not something you want to be glaringly obvious.
