Google refraction. Splashing water looks pretty much like a glass sculpture midair, it bends light similarily.

Some still life paintings with glass objects thrown in will help. If you look at the water in the OP you'll see that the darker areas in it are painted with a color very similar to those used in the swimsuit. The same refraction(bending) of light can be seen in pretty much all glass objects, but since they are generally more uniform in shape (assuming you paint a glass cup or bottle etc) its a lot less chaotic.

how do you go about getting that type of texture like on that bathing suit and to a lesser extent the skin? it feels grainy but in a very smooth, controlled fashion

A textured brush and smart placement of the grain.

Bumps and things are most obvious around the terminator/halftone, If you look at her boob the texture gets blown out near the highlight and lost in darkness further away.

They might have actually made a layer of noise and then erased away at or something.

im inclined to believe they took it from a reference, the image reeks of heavy photoshop usage such as textured brush, blurring in the top right corner and incredibly accurate shadows on the right.

Yet the parts that are most likely hand drawn like the face are less detailed.

No practical knowledge of value. It's a telltale sign of symbol painters.

The artist will usually refer to them as "shines/shinies" too.
