It's an art forum in penny arcade's forums. A lot of beginners started there and a lot of them turned pro. Not only pro, but hardcore internet sensations (hussie with MSPA, Olly with his posters, and Beavotron with her Valve Valentines).
Its was (I don't know about now though) basically the best artist's forum around. You would get honest critiques without people being assholes. Basically, that forum is what /ic. wants to be but will never ever achieve.

I think what a lot of people don't realize is that the internet has changed. Really changed, and internet communities are different now. People with aspirations had no real place to go, so many just wandered until they found somewhere they liked (/ic/, conceptart, PA). But now there are places on the internet that are much more communal and multi-faceted. Now, instead of posting your art on a forum specifically for art, you can post it on Tumblr or Facebook or Twitter and attract not only other artists but normal folk as well. You don't have to keep up with someone's sketchbook thread, their art comes to you through your dashboard or Facebook's timeline.
I feel that, while it's easier to advertise yourself now, it's much easier for artists to find a circle and stay within it, whereas on a forum or a message board anyone could be a part of the conversation. Great artists will follow great artists and tune out everyone else save for their likes or retweets, right? /ic/ especially feels like it's populated more by misfits (jmgn, chunbum, thDark) than pros or people with more potential (h!, tehmeh, zedig, mobble). I dunno, I'm speculating a lot, but I think it's interesting.

That place was awesome, unfortunately it (and the rest of the forum) is a ghost town compared to what it used to be. Artists Corner, being a subforum of a forum dedicated to a gaming webcomic, had the good fortune of being small enough and under the radar enough it didn't get swamped with users hence why the quality was what it was while it was active.
Andrew Hussie wasn't a very active poster but he had an incredibly bizarre sense of humor that led to some quality contributions. Sweet Bro and Hella Jeff started as a mockery of another person with poor artwork and deaf tone responses to criticism to which he wrote reams. His Wizardology posts were hilarious as was his Fancy Santa website. Team Special Olympics was funny but incredibly mean.
He was a nice guy and I'm glad for his success but tumblr popularity was a very sad occurrence. I think there is a cautionary tale about popularity therein,

Having been a regular on the PA forums back in the day I can say it was just small enough that you actually got to know other regulars and it was impossible to partake and filter content at the same time. That can sound slow-paced but it fosters friendship (literally *multiple* marriages stemmed from that forum), and community can be very beneficial for an artist. Because the format is text based people can't just give your artwork a like or upvote, they had to respond using actual sentences so even when comments were sparse someone would tell me 'I like how you did the hair' or 'the anatomy is fucked up in X way'.
Lastly and perhaps most importantly, when you have a name attached to your artwork and when you actually get to know other artists there you become invested in each other's growth. Its a sense of competition I guess, you don't want to be the one person lagging behind as everyone else makes strides.
I really miss that place and a more text-oriented web in general.

Forums were the fucking shit back in the day. Hell, I knew olly moss when he posted as spoogle in the "how to draw manga" forums in the early 2000s. He use to draw some really stylzed anime.
But like what has been mentioned, sites like facebook, tumblr, twitter, and instagram absolutely destroyed forums and communities. There is absolutely NO discussion on tumblr just because of how it works. On facebook people just hit the "like" button and call it a day rather than comment. Deviantart has also gotten so big and covers way too many genres and medias that it too lost it's community. Forums were great since they were small enough that you could recognize most posters but not big enough that your posts get buried.
I would love for /ic/ to at least get post tags like /pol/ or whatever. It would help cut down on the shitposting a little bit.
It's strange to think about but us guys that started posting our work starting from 2000 are real pioneers in digital art. I started using photoshop in version 3 and I got a tablet in 2002. I have been painting digitally for 16 years now which is crazy.
I'm going to forever miss those old art forums. PA, Eatpoo, CA, and even megatokyo had a lot of good artists and discussion going on. I was in highschool then and so were all of my peers. All of my friends had a cool internet name. Beavo, S_O, Yumidust, Yasahime, juumei, Mariyumi, zemotion, and so many more I can't think of right now. I'm so jaded now. Shit was exciting back then. Fresh and new.
