This book is really good, i would suggest to read it even before you start learning to draw, it covers a lot of stuff that actually rather gets ignored, while it actually is important.
Steal Like an Artist: 10 Things Nobody Told Me About the Creative Life by Austin Kleon
is the book i could recommend to read beside your first how to draw book, basically you could say it is some kind of part two from the book before.

While it's about the artist as a filmmaker a lot of the things discussed can be applied to drawing/painting, I found.
So far, I read STEAL LIKE AN ARTIST (pdf) and I am waiting for Art and Fear in the mail
and I think everyone here on /ic/ should read these two books.

The perfect bait - bobby chiu
It doesn't necceseraly fall under philosophy. But it is worth reading for those who struggle with art or the means to do it. It is 80 pages long only so it may be read fast enough, but information in it is good nonetheless.
