What kind of style is this? Where can I learn to draw like this?
The drawing is done by Suehiro Maruo, a ero-guro artist. I don't know what kind of style this is, it's not your usual manga style but it's also not western, it's like something in between...

That's Suehiro Maruo's very own style. In order to draw like him, you gotta leave your textbooks aside and focus on what makes his art so unique by observing, then try to apply it to your own drawings.
Loomis or Vilppu can only give you the soil to work with, whatever comes out of it depends completely on you and cannot be taught by anyone but yourself.
