Actually, 2160p is 4k, not 2k. I'm not quite sure whether you were talking about actual resolutions or youtube formats, but these are the standard resolutions you'll find for HD video:
1080p = full hd = 1920x1080
1440p = quad hd (2k) = 2560x1440
2160p = 4k ultra hd = 3840x2160
4320p = 8k ultra hd = 7680x4320
And these are the standard youtube formats that are supposed to handle each (h264 and vp9 formats respectively):
1080p = 137, 248
1080p60 = 299, 303
2k = 264, 271
2k 60fps = n/a, 308
4k = 138, 313
4k 60fps = n/a, 315
Note that there's no h264 format for 60fps 2k and 4k, and that there's no 8k+ format at all right now (anything above 2k will be handled by a 4k format, including 8k videos).
So we used to have good vertical cams because youtube matched actual resolutions to formats using height only. So for vertical videos, you'd get:
608x1080 -> 1080p formats
1080x1920 -> 4k formats
That's because the vertical 1080p height is 1920, which is greater than 1440, the expected height for horizontal 2k. Anything above 1440p is supposed to get a 4k format, so vertical 1080p ended up getting it by mistake.

Instead of fixing this bug, what they recently did was cap bitrates for vertical videos, so that a 1080p video will get a 4k format, but will still be encoded at the same bitrate as it would have been with a 1080p format. Of course, as you would expect, this breaks vertical 4k videos, which also get capped and end up getting a low bitrate which results in horrible quality.
For that video you linked, the 313 format (the regular 4k format) is listed at 146 MiB, which means it's capped. The one you downloaded is the 272 format, which is a discontinued 4k vp9 format. That one did not get capped.
I'm looking at the other two cams that were uploaded with that one and it seems like they did not get a 272 encode. I also looked at other 4k cams from a day ago and found a couple that did get 272, though both got lower bitrates (one was at ~300 MiB, the other was even below the capped 313).
So this could be youtube's way of unbreaking vertical 4k videos, by reviving the 272 format for them, while keeping 313 capped. But it could also be just some other bug that causes some 4k videos to get a 272 at random, and coincidentally 272 is still uncapped.

Basically you can take any video (preferably kpop clip) and compare f=22 (H.264 720p best) with f=247 (VP9 720p). The chances are VP9 will have awful encoder artefacts through the entire timeline.
Even worse, Chrome & ff@linux show 720p VP9 by default on youtube. f=247 is probably the most shitty format youtube ever had.

Yes, I know that. Basically we (yt grabbers) don't care about bitrate/size, we only care about target quality. On the other hand, yt mostly cares about traffic costs. It tries to set bitrate for VP9 as low as possible (since it's nextgen format) but for resolutions less than 1080p VP9 savings seems to be too small. My hypothesis is that yt people set the same H.264/VP9 bitrate ratio for 720p as for 1080p and it turned out to be way too small for VP9.
My current preferences:
720p: use f=22

Kinda meh episode. Lizzy almost didn't get any screen time, but that's expected when you have so many guests. I think my favorite part was Jaesuk interacting with Lee Tae Hee's brother. I tend to always find it entertaining when they pair Jaesuk with a guest that's a bit shy.
On the other hand, I had to skip a bit through the final competition. I found it quite boring and also, the studio they were in, with those colors and all, kinda gave me a bit of a claustrophobic feel. I'm not sure how to describe it. I wish they could have shot that part outdoors.

IIRC this happens when the camera takes the picture oriented according to its sensor and then puts an EXIF tag with the rotation that the picture is suppose to receive. 4chan then strips that tag making the browser render the picture without rotating it. So this is not a problem for cameras that save the pic already correctly oriented.

What phone are you using? Maybe it's too low spec. I have a spare phone with a snapdragon 410 and it struggles to play ts files cos only SW decoding is available. No issues with my oneplus 2 (snapdragon 810) with HW+ decoding setting in MX player.

I've tweaked a few of the settings on mx and the framerate is a little more stable, but it can't do the deinterlacing like on my pc, which makes the video look like it's 60fps
