As a psychologist with a specialization in human sexuality, I can tell you that this is blatantly false. Do not conflate legal and social norms with biological and psychological ones. There is a reason ephebophilia and hebephilia are not listed in the DSM: because it is not a disorder to be attracted to reproductively viable partners (i.e. anyone who has entered puberty).
