Literally no apps besides Grindr except maybe Jack'd (but it's only good if you happen to have yellow fever...) are worth trying because they're all so inactive. Face it, being gay is a niche in and of itself. When you multiply it with even more niches you get an even smaller community

grindr doesn't have too many people in small towns.
craigslist.org sometimes works but there are a lot of no strings attached hookups on there.

I'd say if you're looking for a larger pool, in terms of the amount of activity (from highest to lowest) the apps/sites to use would be:
1. Grindr
2. Scruff
3. adam4adam (though this seems to be hit or miss depending on where you live)
4. Jack'd
5. dudesnude
I actually really like dudesnude for the quality of their free service which includes a powerful auto-matching tool and a good search function. Small community though, which I find unfortunate because the user experience is far superior to that of Grindr. Adam4adam's free subscription also includes much more than Grindr offers.
Out of the apps, Scruff is probably the most well designed and enjoyable to use, but their paid membership is pretty expensive and without it you're pretty limited in what you can do.

it also depends where you are. if you're in nyc or sf, every app is going to be blowing up. if you're in bumfuck, ppl will mainly just be on grindr. i had jack'd in a big city, and it was pretty diverse, now where i currently live (smaller town) it's all twinky black dudes.
