Yeah, that's a major difference. The map in the OP also has lots of ethnically Russian territory (St Petersbur, Rostov) as a part of the German empire. Those areas wouldn't have been part of the buffer states most likely. I also don't think that AH would have expanded this much and France wouldn't have lost less land.

I think it based on Brest-Litovsk Peace Trety and early 1914/1915 territorial plans from France. Mind you most the Brest-Litovsk areas would have been buffer states, ie Independent nations but with heavy ties to German Empire. For instance Finland would have had german king as their ruler, which almost happened, but end of WW1 stopped those plans.
