Where do I acquire skulls, err I mean, what is the history behind acquiring skulls?
1) Stops "unknown" firearms from entering the country, many of which will violate some law or another somewhere just be existing.
2) Stops warcrimes. Killing Gooks and taking their finger bones as trophies IS a war crime.
That said, you still can if you word it right (A google search showed one trick is to put your trophy on a plaque and say it was awarded to you by Chief Ala bim bim Sa Sim Sim of the DurkaDurka tribe), or just hide it correctly.
Of course if you managed to get the skulls into the country legally, I can't see how anyone woudl object.

You can buy them for outrageous prices at novelty "spooky" stores or medical suppliers. Real human tissue isn't cheap. That's pretty much the only legal way though.
