Why is Japanese military so aesthetic?
From the medieval period all the way up into the modern era.
Have they discovered how to make soldiers look cool and have aesthetically pleasing wear?

Nationalism probably has a lot to do with it. Whenever you get a country that gets really REALLY nationalist and prideful of themselves you'll notice that their uniforms get to the point of looking very aesthetic and charming. Especially Officer uniforms which is what Samurai are.

Tenno =/= emperor
Japanese borrowed many words and concept from Chinese.
China didn't have a word for emperor until the Qin dynasty when Qin Shi Huang literally invented the word. And emperor in Chinese is 皇帝 which means something like 'supreme sage king', equivalent to the concept 'king of kings'.
Japan didn't have any concept like this prior to contact with China which happened in the late eastern Han dynasty, early Three Kingdoms period. And the Japanese word for Tenno is taken from the Chinese words "heaven" and "supreme sovereign".
It can be argued to mean emperor. However Japan was not an empire until the Meiji restoration.
So pre-Meiji Tennos are arguably more like kings with divine blood, since Japanese people believed the Tenno was descended from the sun goddess Amaterasu. Tennos often took on a more religious role than administrative and military role which equates to how the western papacy operated.

When they went to local regions, many central culture spread to local regions.

1) Samurai were aristocracy. Aristocrats like nice things. Chinese soldiers are military class. Very practical people
