Just because he didn't "start" that many wars doesn't mean he didn't catalyze them.
Britain declared war on Germany in WWII, but that doesn't mean that Britain was the aggressor, just the one who sent the declaration of war. Napoleon clearly desired to conquer as much as possible (consider his Egyptian campaign, which was half just to satisfy his stiffy for Alex da Great), and it was reasonable to declare preemptive war on him.
Don't forget, Nappy spent some time wanting to invade England, and even wrote about the difficulties in doing so and potential ways to surmount those difficulties.

Napoleon did nothing hostile to provoke Britain's declaration of war in 1803. He also wasn't planning an invasion before that point, otherwise he would have already set up preparations near Calais like he did after the war began.
Unless you think that wanting to invade someone because they're constantly blocking your trade, attacking your ships, funding your enemies, convincing empires to attack you, and support dissent in your provinces is unjustified. In that case you're view is okay.
