Besides complications in government, it didn't help that so many of the Vikings were largely independent, even when governmentally commissioned, and that often their main interest was to provide themselves and their community with resources to survive and thrive. Scandinavia lacked in many raw materials except for fish, lumber, wool, iron, and a few other things. Most vikings didn't see any problem with assimilating with the people they had previously come to steal from, as long as they liked what the new location had to offer, and even when a new government was formed in a "conquered" land, they would usually end up assimilating anyway, because long-established cultures had already been there, and Nordic mercantilism was more important than tradition (such as Kiev, Dublin, Normandy, etc).
At least that's my take on it.
