Sure, there would have been a few revolts, but nothing that couldn't be put down with good commanders heading the legions and reasonnable administrators ruling germania.
Then they can slowly civilize and urbanize the germans and make it a second gaul.
It was already well on its way when Varus ruined everything.

Resources would be expended, but you dpn't build an empire with short term investments. And having uncontrolled tribes of warlike barbarians at your very long border costs resources too. It would have been more economical in the long run to shorten the border and put germany under direct control.

Caesar had a fucking massive force prepared, and he would have learned from the mistakes of Crassus and Antony. He also wanted to move through the mountains where the Parthian cavalry advantage would be gone and he would have the chance to poke them and study their fighting styles firsthand.
