In the case of the persians, it's because their main function was to carry shields and protect the foot archers. Their style of warfare depended more on harassing with projectiles and deciding the battle with a cavalry charge in a weak spot, and less on infantry blocks pushing against each other.
Also persians actually had capable and well trained infantry, some said to be able to face roman legions. They were just not the main corps.
