Obviously brains do more than just cognitive tasks. If two brains are different sizes, but their faculties are proportioned equally, the larger head will be more intelligent. Think of fist fighting: two people of equal skill, but one guy is taller and more muscular; the bigger guy will win. So, it's possible to have a large head and be dumb, but most very intelligent people have much larger heads than average. I would say from first hand experience that women's brains are more wired towards social experiences than towards complex abstract thought, the kind necessary to run a country properly.
