Mariusz Pudzianowski has won the World's Strongest Man competition a total of 5 times, followed by Žydrūnas Savickas, Magnús Ver Magnússon and Jón Páll Sigmarsson, each with a total of 4 victories. The current reigning champion is Brian Shaw, but he has 'only' won three times.
That's a general measurement of strength, you can look up the current heaviest squats, benches, OHPs, deadlifts etc in the world if you'd like. The strongest men are alive today, so there's no need to search historical records.

OP asked for people in recorded history, the modern lifts have all been confirmed while people who lived long ago can have legends based on hearsay. Paul Anderson's wiki page event states:
