Maximilian was an Austrian Archduke. He was not French but he did receive the backing of the French until they fled from fear of starting a war with the United States. Basically the French earned their reputation for cowardice in war because of that. The failure of the French intervention in Mexico contributed to the failure of the Franco Prussian War. Britain had many failed colonies.
Theres colonies that you settle yourself, and colonies where you just rule the conquered. The only British colonies that succeed are of the settlement type. The only settlement colony the Dutch had is South Africa, and that turned out really nice, and was annexed by Britain in a bloody war. So yes, Dutch can into colonies.
