-used longbows to compensate lack of melee skill in Middle Age
-stole French and Spanish colonies in America while these two were fighting for their borders in Europe
-paid all of Europe to fight Napoleon for them
-conquered shitton of lands from backward people thank to technological advantage

I mean, Britain's military history is the embodiement of fighting unfairly/dishonorably
If there is one country that have no right to complain on that, it's them.

New nations are obsessed with legitimacy. Getting your own fancy-uniformed line regiments was what "real" countries did. So they went that way.

Skirmishers still existed, certainly. Doctrine just had not come to the point yet where the modern conception of a "sniper" existed. Anywhere.

Also, the peacetime federal army for most of America's history was tiny. Usually not exceeding 30,000 men. So there was little point creating a professional school for scout-snipers, especially when you can call on thousands of frontiersmen during a time of war to fill the roll.
