He's not comparing turanians with "vinca people".

First, there was no "vinca people" as such. "Vinca" is just the name for a cluster of populations sharing cultural practices and a script. Calling them "a people" because of that is equivalent to calling the chinese, and the japanese "a people" because they share a similar script, and similar cultural practices.

Second, what he's saying is that turanians, and other non-agrarian peoples spoke PIE at some point but learned it from the original PIE speaker who were agrarian.
