Question, I've heard off handedly that the Ottomans preferred firearms be used in sharpshooting functions, rather than en masse in infantry. Hence, Ottoman rifles were generally longer as they preferred accuracy over rate of fire. Is there any credence to that?

The Ottoman empire was an early user of firearms and cannons, and maintained a standing army and fielded crazy big armies and navies with the best firepower.
They were just as developed as any European power, but had the resources of a much larger empire to invest in the army.
However they were technologically retarded. The guy who made the cannon that destroyed the walls of Constantinople was Hungarian, and the Ottomans banned the printing press, so when the rest of Europe learned to read and saturated their society with knowledge, the Ottomans stayed illiterate like medieval Europe was.
