Rwanda was and still is a small, densely populated country, Germany is not.
The Rwandan genocide was undertaken during a period when the only thing the government was doing was killing Tutsi, helped out by the earlier introduction of ID cards that classified your tribe on them, the German government was doing quite a lot more than just killing undesirables.
