Germany was a constitutional monarchy like Britain. The Kaiser did not make the laws. They had a parliament that did that. He was not the executive head of the government. That was the Chancellor. His power as Kaiser was essentially the same as the Queen's power in Britain. They formally approve of and dismiss the Chancellor/Prime Minister.
The worst that can be said of Wilhelm II is that he was a boob. He loved extravagance and regality and pomp and ceremony. He loved Germany and its martial values. He was effusive and impetuous which often caused him & Germany embarrassment. (Kruger Telegram, Daily Telegraph Interview, Moroccan Crises)
But what was his real crime? Was he instrumental in the building of the navy which strained relations with Britain? Yes. Was it a blunder? Certainly. Does it qualify him as being the worst leader? Not even close.

In the scope of all emperors and all leaders, he is average. And as has already been said, he didn't have total power anyway.
Since winners write history, his legacy has been stained by propaganda being treated as fact. There's a British WW1 documentary on youtube that makes it sound like at Victoria's funeral, Wilhelm was rubbing his hands together with an evil grin already plotting to destroy Britain.
He may not have been especially competent, but his heart was in the right place. He was a good man.
