Read "Revolt of the Majors: How the Air Force Changed After Vietnam."
It's about how the USAF changed after Vietnam.

It's essentially an origin story for the modern USAF. The part that you seem to want is the part where it talks about how each successive president impacted the USAF.
For example, it talks about how Kennedy and McNamara introduced the concept of controlled escalation ("nukes should be our last resort, not our opening move").
