Yes and no. At least in the modern West his ideas did not persist, but the ideas of those he inspired did. Both Locke and Rousseau were unsatisfied with the conclusion Hobbes came to (any state is good, because even the most oppressive and borderline totalitarian king is better than having no state at all) and came up with solutions to the problem Leviathan posed.

I guess it was one of those philosophical cases where the answer did not matter as much as the fact that the question was asked.

Are you grouping totalitarian leaders (who almost always arise in the vacuum left by the decline of monarchy) with monarchs? This isn't sensible, monarchs are authoritarian, but not totalitarian.

NATO and that superpower are a product of democracy, you idiot cuck (I loathe that meme, but an ideology of people that desperately want to be ruled by a nice strong bull can't be described differently). The greatest nations on earth at this point are all democracies in some form or another (no, having a figurehead monarch with basically zero power does not make them not democracies), and we currently sit in the most peaceful era of human history in a world with unprecedented presence of democratic governments.
