And entirely militarily speaking the French won the war. They achieved their wargoal of installing Maximillian as Emperor of Mexico. The problem was that in the North, the Civil War in the USA had ended and a unified America could start waving around their Monroe stick again. French power not solidified in the region enough, they cut their losses and fell back.

The French certainly didn't win, as the side they supported eventually got overthrown
But they certainly didn't lose to Mexicans either as they couldn't do shit against the French and had to wait for them to leave due to an external reason (American diplomacy) to recover their country

They won because the French were fallible humans capable of making mistakes and not an invincible war machine.
