Because US put an oil embargo on them and their fleet was reliant on oil. From what i remember siberia didnt have oil back then so attacking there was pointless if their fleet was going to become rust buckets in a year due to no oil.

There's no way they were going to come to Germany's aid since they were busy expanding territory in SEA and were too short sighted to realize that warring America and not the Soviet Union would bring doom to them. Several times. But OP is talking about Pact of Neutrality of 1941, two years after the last attempted invasion.
His idea is that in 1941 Japs attack from the East, Germany - from the West, USA does not get involved and does not provide lend-lease.
The only problem is that Soviets had enough troops to buttrape Japs on land. Without US of A repeating their Polar Bear times ten, defeat of Soviets is very unlikely.
