They're made. They're educated to become soldiers, or learn through experience.
Napoléon Bonaparte is a product of his time. He studied everything he knew at Brienne, and managed to build a military system where talented and dashing marshalls won battles and campaigned for him. Napoléon was able to do a lot of things thanks to his personality and personnal ambition, but every technicity about warfare, he had to read it.

You can be born a genius, but if you don't have the training and education, you'll be mediocre at best.
